South Carolina Tax Model


As part of the Darla Moore School’s commitment to helping South Carolina prosper and grow jobs, our researchers have developed an online calculator that the state’s government, business and community leaders can use to assess the impact of contemplated policy changes on state tax revenue.  There is nothing else like it in SouthCarolina, and it’s free and open for everyone to use.

In the past, lawmakers and business leaders only knew how much revenue was collected. Now there’s a way to see what impact various changes to taxes will have on revenue.

The tool uses 2011 tax data provided by the Department of Revenue and Board of Economic Advisors (BEA). The tool will be updated when new data is made available. It was created by Moore School professors Caroline Strobel and Patrick Philipoom, and is funded by the Moore School.

This easy-to-use tool shows:

  • Individual income
  • Corporate income
  • Sales taxes, including items excluded from sales tax
  • Assessed property base and the assessment ratios used on different types of property
To use the tool, choose the tax category you want to adjust up or down by clicking arrows or typing a proposed amount. Changes can be made at the local, county or state level. As contemplated changes are made within the calculator, the difference will change on the screen.  When finished, a simple click on overview provides a summary of total revenue impact reflected by the proposed change.
